The Administrative Services Department of the City is responsible for administering all operations of the City. This administrative support provides the backbone of all City functions. Managed by Noel Graczyk, Administrative Services Director, the department is split up into three sections---Finance, Information Services, and Utility Billing.
The objective of the finance department is to manage all accounts receivable, accounts payable, assessments, annual audits, budget processing and tracking, software maintenance of the MUNIS interface. Jay Tobin is the Finance Manager.
Chad Palm, Information Services Manager, leads this division which its main objectives are to operate the Chaska.net system---which is one of the first municipal service providers in the nation, maintain and upgrade the City's technology infrastructure including a fiber ring in key areas of the City, and also to upgrade and troubleshoot information systems at all City-related facilities.
This division is primarily responsible for processing billing for all of the City's main enterprise funds, including storm sewer, electric, internet, water, and sanitary sewer service. This includes managing late accounts and coordinating new connections/shut-offs. In addition, utility billing clerks also serve as the main customer service representatives at both the first and second floors of City Hall.
